Covering California’s Fire Service Community

FRMS Shines at the 2026 FDAC Conference in Monterey, CA

The 2026 Fire Districts Association of California (FDAC) Conference in beautiful Monterey, California, brought together fire service leaders from across the state, and FRMS was proud to be right in the middle of the action.

Set against the stunning backdrop of the Monterey Bay Aquarium, this year’s conference provided not only an opportunity to connect and collaborate, but also a chance to reflect on the continued evolution of firefighter-focused programs. The energy throughout the event was unmistakable, fueled by a shared commitment to supporting those who serve their communities every day.

Leadership and Collaboration on Display

FRMS joined fellow community leaders in engaging discussions about the future of the fire service, alongside key voices like FDAC President Don Butz and Cal Chiefs President-Elect Steve Akre, both dedicated FRMS Board members.

Their leadership continues to highlight the importance of innovation, partnership, and forward-thinking solutions for California’s fire agencies. FRMS Board Member Chief Steve Kovacs was joined by Chief Steve Hall to present, “Lead Simply: How to Create That Special Team of People.”

FRMS Interim Executive Director Jon Paulsen also gave a presentation about exciting news coming to the FRMS risk pool.

A Fresh Look for FRMS

At this year’s conference, FRMS proudly unveiled a new banner, designed and selected with direct input from the Board of Directors. The updated look reflects not only a refreshed visual identity, but also the organization’s forward momentum and renewed focus on service to members.

FRMS Risk Control Manager Eric Marcinkowski and Interim Executive Director Jon Paulsen were present at the FRMS booth to assist members and answer questions.

Major Progress for Firefighter Health and Wellness

Exciting updates shared during the conference stemmed from the April 20, 2026, FRMS Board of Directors meeting, where several important initiatives were approved:

  • Cancer, Cardiac, and Mental Health Screening Program
A groundbreaking step forward in proactively protecting firefighter health, focusing on early detection and long-term wellness.
  • New Benefits Partner: USI
The Board approved USI as a new benefits partner, bringing expanded expertise and resources to support FRMS members moving forward.

These decisions represent a significant investment in the well-being of first responders and demonstrate FRMS’s continued leadership in delivering meaningful, member-focused solutions.

Positive Financial Outlook

Adding to the momentum, Interim Executive Director Jon Paulsen shared encouraging financial news during the conference, highlighting a Workers’ Compensation rate decrease for the upcoming 2026–2027 fiscal year.

This announcement reflects FRMS’s strong fiscal management and commitment to delivering value while creating savings.

FRMS continues to lead with purpose, developing programs that not only respond to today’s challenges but anticipate tomorrow’s needs. From new partnerships to expanded wellness initiatives and a positive financial outlook, FRMS is proud to stand alongside California’s fire service community, protecting those who protect others.
